AgNes
The new grid tariff from 2029: a capacity price on a booked capacity instead of a demand charge on the annual peak.
How to set AgNes up in an analysis is covered under Tariff & grid charges. How the saving is broken down is under Economics.
AgNes applies to every connection above low voltage, and in low voltage from 100,000 kWh of grid draw a year (Ziffer 8.4 S. 1). The numbers in brackets refer to the draft determination linked below.
What changes
- The demand charge on the measured annual peak load disappears. Instead you book a capacity with your grid operator and pay a capacity price per kW and year on it. The booking lies between 10 % of last year's peak load and the agreed grid connection capacity; if you book nothing, the grid operator sets it (Ziffer 8.4).
- Two working prices come on top: working price 1 on the energy below the booked capacity, working price 2 on the energy above it. Drawing more than you booked therefore costs more, but nothing else follows: it is neither forbidden nor fined — exceeding the booking is explicitly not meant to be penalised (Rn. 37).
- The 2,500-hour rule falls away, because it is calculated on the measured peak load, and that no longer costs anything under AgNes.
- Atypical grid usage ends on 31 December 2028 for most sites. Anyone who holds an agreement on that date, met the rebate conditions at least once between 2026 and 2028 and drew more than 10 GWh on average across 2024 to 2027 is billed from 2029 to 2031 with a frozen percentage rebate (Ziffer 17.1). After that no successor rule is planned.
What it means for the battery
The battery no longer works against the annual peak but against two quantities: how much capacity has to be booked, and how much energy falls above it. What it saves on grid charges depends on how those two stand against the capacity price and against the gap between the two working prices.
For the storage itself the draft distinguishes by how it is connected. Storage standing on its own at the grid pays a capacity charge on its connection capacity, priced like the charge for feeding-in plants (Ziffer 10.1). Storage coupled to a plant (anlagengekoppelt) — sitting behind the connection of a generator or a consumer — is billed together with that plant under the ordinary consumer rules instead, so through the capacity price and the two working prices (Ziffer 10.2). Energy it draws from the grid and feeds back is exempt from the working prices as far as it can be metered separately (Ziffer 10.2 S. 3).
Status and dates
- The Bundesnetzagentur's determination is still a draft. It contains no price levels for the capacity and working prices.
- The first price sheets with real figures arrive in October 2028; the first booking window runs from 15 October to 31 December 2028.
- The new system applies from 1 January 2029. For existing arrangements the draft provides transitional rules (Ziffer 17), among them the one on atypical grid usage above.
